It will take some time - be patient - but this should solve the stall. But if you’ve got a Time Machine backup, that’s not necessary: you can fully restore your Mac, and have all your applications and files exactly as you left them.
Turn TM back on if you turned it off and then manually start a backup. If you’re installing a new hard drive, or your Mac is completely messed up, you might think it’s time for a fresh installation of macOS. Make sure TM isn't trying to do a backup (or temporarily turn off TM) and delete that file. Inside you'll find a file named inprogress. To get things sorted out (I hope) open your TM drive and open the backups folder.

One thing I now do is to set my computer to never sleep (or turn off) until the first backup after an OS upgrade has finished. Time Machine will delete old, 'expired' backups when newer backups require the space they occupy. The scenario I am looking to do, is within the Time Machine application, I would like to delete one or more backups that were made in the middle but leave some of the oldest earliest backups, and of course keep the most current backups. I don't know why, and maybe it is just coincidence or a wrong supposition on my part, but it seems that TM is more likely to stall when there's a lot to back up then in more typical circumstances. Time machine is not as straight forward as it appears. The first backup after installing a new OS will take much longer than usual because there are so many new files on the computer.
